2025 is phase 1, year one of a 3-year rollout of the Choose Act.
This is not a perfect bill and below are agenda items we wish to discuss for resolution in the Choose Act.
The $2,000 Allotment per child, capped at $4,000 per family is not adequate for families of 3 or more children.
We seek
1) Remove the family cap and codify a per student allotment.
2) Increase the $2,000 funding per family
3) Allow more items such as manipulatives to be included, especially for students with special needs designations/diagnosis
We seek to gain access to more eligible items.
Examples include:
Memberships to Zoo's, Science Centers (ex: McWane, Cook Museum, and other), YMCA (physical education).
Reimbursements for community programs such as Music Classes, Physical Education Classes, Educational Field trips
Manipulatives
We seek to have a special category for a qualifying nonpublic school program called a Micro Education Program.
Under this designation, we seek to remove and improve access to funding for legal businesses operating as education service providers.
Micro Education Partners include, but not limited to:
Micro-Schools
Farm Schools
Hybrid Schools
Learning Pods
We seek:
Eliminate the "accreditation" rule required to be a designated school for legally operating entities with 50 or fewer students. Accreditation is a burdensome requirement.
Eliminate Standardized Testing and reporting requirements for education programs with 50 or fewer students.
If accreditation must remain, allow for the accreditation for "Supplemental Education Programs" from WASC.
ALDOR to provide a webpage with all Choose Act documentation that Education Service Providers need to ensure compliance with and participate in the Choose Act.
ALDOR must make public all acceptable formats for which to submit information - Templates - for all required reports.
Development of various pieces targeted to communities to deter myths and fear surrounding the Choose Act
Graphics to align with marketing
Infographics to detail the types of micro programs available
Infographic highlighting the only difference between is Accreditation
